Switching to Google or ISP’s own dns works

I took a look, but didn’t see finance.yahoo.com DNS resolution is/was having issues at your location.

Can you help do a DIG to see what does the response look like? I.e.

dig @1.1.1.1 finance.yahoo.com +nsid
