It would be a massive timesaver if we were permitted to update a WAF rule through the expression notation. We currently manage over 90 zones, and when we need to add the latest fuzzer to the list; it can take several hours to go through each zone.

Are you doing custom firewall rules? You would be able to bulk enable WAF rules with the API endpoint that you linked once you have the rule ID.

What you linked is using the Managed Rulesets which are Cloudflare pre-configured rule and could be what you want. There are also Firewall Rules which allow you to write custom firewall rules and they use a different API then you linked.
