I have bought two servers; the primary server is in Digital Ocean and the secondary server is in AWS, "My question is, if the primary server is down, the domain should point to the secondary server. what process can I follow?
If both servers can be active at the same time and you have a proxied A/AAAA record pointing to each, if the one server is offline then Cloudflare will try the other record…

I have used this method but the traffic randomly points to the secondary server sometime, it takes down time, any option for failover method?
As mentioned, if your requirements aren’t suitable for the DNS method, use the load balancer.
