Failed to create token

I tried to create token like this

and then I got an error info

API Request Failed: POST /api/v4/user/tokens (500)

If Zone Resources is changed to Specific zone or All zones from an account like this

I got another error saying

Don't have access to "com.cloudflare.api.account.zone.[hex]" (Code: 1001)

I switched to Firefox and Chrome, but this error keeps unchanged.

Were you able to resolve this or does the error persist?

That’s just the top half. You didn’t do any of the optional stuff? And you get that error when you click on the Summary button?

Yes, I still get the same error, verified at time [Tue, 24 Aug 2021 21:08:03 -0400]

I add a figure of the whole page when creating the API token.
I get no error when I click on the Countinue to Summary button
I get the identical error when I click on the Create Token button.
