Cloudflare is a self-service platform. There is no one who can update your site’s rules. You will need to exempt that address in your configuration by yourself. If you are experiencing this issue on someone else’s site, you will need to direct your inquiry to the operator of that site. Only the site owners can change their Cloudflare settings.
