Hello! I have a problem( When I add a site, I get this message:
The zone name provided is subject to a hold which disallows the creation of this zone. Please contact the domain owner to have this hold removed.
I tried all possible varies, but unfortunately the problem is not solved

The domain owner has activated the Enterprise feature of zone hold to prevent the domain from being added to another Cloudflare account. You will need to request the domain owner remove the zone hold before you will be able to proceed.
Hello! I contacted the service that bought this site. I was told that “Hi, the domain is not in our account. We do not have Enterprise, You have to resolve this with the support of Cloudflare.”
The response provided by Cloudflare include instructions for when you are not an Enterprise subscriber. You will need to send an email as directed. The Community is unable remove a zone hold.
