Is the resource/site accessible by anyone? Generally that appears when your security group or network access control is not allowing inbound traffic from Cloudflare. Your client will try to connect for 20-30 seconds and will throw an error if the server does not respond. Many times the site has network access controls to prevent the world from connecting (aka 0.0.0.0/0)
Although it may be indicative of the HTTP session timeout settings being too low, that is not terribly likely. The default for Cloudflare is 100 seconds which unless you have long running synchronous jobs, it should be fine.
Additional details may help your scenario (where is hosted, what is the solution, does it have a public url, etc
