As you didn’t post the domain name, so we can’t test and troubleshoot anything related to it.
It’s possible the Google is being blocked. If true, I’d suggest you to double-check the Firewall Event Log at the Cloudflare dashboard → Security → Overview.
You might have to inspect and look for a request going to ads.txt which is being either challenged or blocked.
It could be Bot Fight Mode, Security Level, custom-made Firewall Rules, etc.
It would help if you could get a more feedback information from Google on the error they are receiving for ads.txt
