Enable Cache-Control for header modification rules

Currently, the Cache-Control header cannot be used with the set function of header modification rules. Results in the following error:

header 'Cache-Control' cannot be modified with operation 'set' (Code: undefined) 

I’m aware a similar effect can normally be achieved by using the Cache Bypass page rule, or by enabling “Respect Existing Headers”, but being able to modify the headers on the proxy end would be great. I’m running a Vue application behind Argo + Access, and the application’s Service Worker is overriding standard HTML headers. I’m not even remotely versed in Vue, certainly not enough to modify and re-compile the application.
