Empty User-Agent with Super Bot Fight Mode

When Super Bot Fight Mode turned on, CloudFlare returns error code : 1020 when the user-agent is empty. I’ve added firewall rules to allow these requests by paths of concern, but the Bot Fight Mode doesn’t respect the FW rules. How can I make this work?

I have an external webhook request going to my API that does not include a user-agent.

Yep. The new bot mode is pretty unforgiving. And there currently isn’t a way to get more fine-grained control.
