Email Routing is not working for domains managed by Cloudflare Partner

I have one of my domains managed by Cloudflare Partner, when I tried to request access to Email Routing, it didn’t show “Request access” button, but instead an error message:

“Email Routing doesn’t work with partial zones. Make sure you configure this zone with Cloudflare as your primary DNS provider.”

I’m sure my domain is fully managed by Cloudflare Partner, not that “partial zones”, as name server of this domain is already configured to Cloudflare.

What can I do to request access to “Email Routing”?
