Elevated 409/503 errors in KIX datacenter

Resolved - An elevated number of 409/503 responses were returned to customers routing through the KIX datacenter (Osaka) during two separate time periods: 12:10-13:35 UTC and 15:10-16:00 UTC. Cloudflare has identified the root cause as an upgrade to an internal system.
