Cloudflare states that if I enable “Your site is paused” on a domain, “web traffic to this website is no longer receiving performance and security benefits.”
However, does that mean that Page Rules will get processed or not processed? That is unclear to me. Thank you.
Welcome to the Cloudflare Community. 
When you pause Cloudflare, traffic will not pass through the Cloudflare proxy, but will instead travel directly from your visitors to your site. Since the page rules are executed by the Cloudflare proxy, they will not be processed when Cloudlfare is paused.
