Two of my domains that are proxied are inaccessible from Movistar Spain (Telefonica). Neither of the IPs returned is accessible, and a traceroute appears to just loop around in Telefonica’s network.

We have the same issue here. Domains, proxied through Cloudflare are inaccessible from Spain on the Movistar routers.
We will try to bypass this by turning off Cloudflare proxy, but would love to have this issue properly resolved.
Not sure if it has to be resolved in Movistar or on Cloudflare’s side.

Same problem, domains proxied with Cloudflare not works with Movistar Spain (Telefonica).
The ip’s are inaccesible.
The traceroute not finish and website url show errors when customers access.

Has anyone contacted Movistar/Telefonica about this? It seems last time there was an issue they resolved this as it was a problem on their end.
Same here. All domains only using DNS services since I detected the issue yesterday.
A lot of people have contacted movistar and o2 and on twitter also with no luck

When your domain is proxied by Cloudflare, we assign it IP addresses from a shared pool in the Cloudflare network. As a result, Cloudflare does not offer dedicated or exclusive IP addresses. Unfortunately, we are not able to guarantee that your assigned IP addresses are not blocked by any country or ISP.

We have the same problem, several domains with Cloudflare proxy are inaccessible from Movistar Spain (Telefónica).
None of the returned Cloudflare IP addresses are reachable:
188.114.96.5
188.114.97.5
doing traceroute does not complete.
can you please check this thread?
If we disable the Cloudflare proxy everything works fine…

Are you sure that’s the case?
I don’t think that movistar do blocks by ip and it’s only near barcelona not madrid or other spain locations
Same issue with exactly the same two IPs. Has anyone succeeded to contact Movistar and get an answer from them?
I contacted with Movistar and said me that should be the clients affected who must to contact

Can it be changed so that Cloudflare does not assign those specific IPs that give an error?

This is the official position and we can’t change that, unfortunately.
I thought this was a routing issue but it’s apparently ISP blocking.
