The Page isn’t redirecting properly

What is the issue you’re encountering

Redirect rule is creating link with new domain as a page of the existing domain

What steps have you taken to resolve the issue?

Existing domain has an A record pointing to new domain/server IP and AAAA record for the www to the same IP. With these setting the url will resolve with the existing domain and the new site. If I add a redirect rule with all traffic pointing to the new domain set as static with a 301 status, the redirect adds the new URL to the end of the existing domain as a page. existing_domain .com/new_domain .com

Make sure you are redirecting to https://example.com and not just example.com (which will redirect to /example.com).
