Hiya, I see a domain name is hosted/owned by cloudflare. Am i able to buy this domain name? How would I go about getting this domain name?
That would be up to the website owner (e.g. current holder of the domain) to decide.
A lot of diverse Cloudflare customers (e.g. could be both you and I) are registering domain names through Cloudflare, or other domain registrars.
That does not automatically mean that Cloudflare (or any other domain registrar) will disclose their customer’s contact information, or otherwise are going to act as a middle men in such situations.
That said, -
You can however try a WHOIS lookup on the domain, let’s say you wanted to purchase cloudflare.com from it’s current owner.
Some web based WHOIS services, such as e.g. whois.com, may be able to help you there:

Sometimes you may see an Email address under the Registrant information, and sometimes you may see a link, to a contact form.
If these details are available using a WHOIS lookup on the domain, you can try these ways to initiate contact with the current domain owner.
The alternative you have, in the example with cloudflare.com, would be by visiting cloudflare.com in your browser, and look for contact details, or a contact form on the website.
Even if you find details (Email address, or contact form link, via WHOIS), contact details or a contact form on the website, or similar, it does not mean that these details will lead you anywhere.
The domain owner’s choice, whether or not to respond to such enquiries, happens at the domain owner’s sole discretion.
