This error can be returned when trying to add a domain to Cloudflare. There are a few things that can cause this error (this list contains some ideas but is not exhaustive!). One reason is that the domain may have been involved in phishing/malware, it could also be due …

If it is a permanent ban, you will need to contact support. If it is a temporary ban, you should try again after a few hours when the ban should have cleared. More information is availaibe in the tutorial.
