Does the billing data transfer include 403 response of security policy

I just used Cloudfare’s service recently.
If I create rate limiting rules, and some malicious request trigger the rules, then WAF will block the malicious request and return 4** page.
For this case, dose the billing data of data transfer include the 4**(403) respone?
It would be appreciated if someone can help to check this queston.
