Does DDoS Attack Consumes Paid Plan Monthly Capacity and Cause Expense To Service Owner?

I would like to know if our services such as Workers, Pages and so on are attacked by DDoS and so on, If it ruins/misuses our services monthly capacity?

For example: We are using bundled Plan Workers; it has 10 millions/month pre-paid capacity. Now, This service is being attacked by DDoS (almost 10 million junk requests). Thus, The question is, how does Cloudflare bill for such conditions? Moreover, Regarding to official Document:

Requests inbound to your Worker from the Internet are charged on a unit basis for paid plans.

I would like to know how does DDoS impact on Argo billing which is the most expensive product?
