If I upgrade my current plan to business, would you provide ip 6 address? Actually, My hosting provider only offer me ip 4 address. And secoundlt, would it be possible to locste my website to the target location?

IPv6 is always enabled on Cloudflare.

You don’t need IPv6 on your site. Cloudflare has IPv6. Your visitors connect to Cloudflare using IPv4 or IPv6 and Cloudflare connects to your site using IPv4. This is on all plans, even the free one.
If you need or want features that are only available on the Business plan, then certainly purchase one. You don’t need one just to have IPv6 connectivity with your vistors, though.
