I am under the assumption that I need to update the A-Record in GoDaddy to point to the Cloudflare firewall via IP address 198.12.128.2. Is this the correct IP for Cloudflare? Please help our site; www.planksip.org is down.

Yes, cloudflare has IP’s and the reason your site is down is because you are using one of those IP’S here’s a list of Cloudflare IP’S.
I am in a chat with GoDaddy and they are suggesting that I add four of the above IP addresses. Do you recommend doing this as well?
I don’t know what godaddy has available in its dash; however, you want to use the nameservers (NS) that Cloudflare has assigned to you - not IP addresses. There are two of them.
