To contact Cloudflare Customer Support, login & go to https://dash.cloudflare.com/?account=support and select get more help. When you receive an automated reply to your ticket, please respond to that and indicate you’d like to have the ticket escalated to the billing team.

I think you can find a VAT number over at https://www.cloudflare.com/impressum/ , but like @cloonan said, it’s best to confirm with Cloudflare’s support
