Do websites with low traffic need to pay for "dynamic" cached content?

We were considering adding some videos to our site (short advertising videos, between 10 and 40 seconds).
I know that Cloudflare doesn’t like the idea of non-enterprise customers doing that, however, is there any exception? We don’t have that much traffic.
Ultimately I was considering caching the videos on an external CDN as that would be cheaper much cheaper than enterprise.

If those videos are part of your site and you’re not generating “excessive” traffic, then that won’t be a problem. I expect that your video files are <50MB each.
