What are the steps to reproduce the issue?

Please visit https://biharhelp.in from any major Indian ISP (airtel or jio), make sure you’re using default DNS.

bump …

Technically, you could argue whether you have DNS resolution failures, or not, as you’re successfully getting a DNS response, with the IPv6 address “2405:200:1607:2820:41::36”.

The IPv6 address does however belong to “Reliance Jio Infocomm Limited”, and it would appear that your ISP is filtering the mentioned domain within their DNS resolvers.

Bharti Airtel is using a CNAME in their set up, to point domain names that they are blocking, towards the name “dotblocking.dummy”.

A quick Google for the “dotblocking.dummy” address does for example give this link, from roughly 2 years ago, where the well-known VLC media player from the VideoLAN project had it’s domain name blocked.

Cloudflare has no authority over the “default DNS”, or, in other words, the DNS resolvers within the various ISP’s network(s) out there.

There is nothing that Cloudflare can do about this.

What do these major Indian ISP’s have to say about the issue?

… Have you bumped it towards them?

Thank you for clarifying. I was wondering if DNSSEC or anything powerful enough can workaround. But it seems not as they are up to be respected by each Resolver.

*Even if we remove all the DNS records (A, CNAME), The ISP resolver continue to manipulate the DNS Response by returning a wrong IP address.

The ping response is similar how they have been responding to any popular banned hostname. In our case it’s non-www which is affected.

We have reached out to ISP and they are literally playing dumb as it’s not their fault. Let’s see.
