What are the steps to reproduce the issue?

I created an account under which I thought I had purchased the domain from Cloudflare.
There I was able to set the @ record under DNS.
Then I noticed that I couldn’t find the domain under managed domains because I had purchased it using a different email address.
I deleted the above-mentioned account, having first removed the domain from the account.
Then I created an account using the e-mail address I had used to buy the domain.
The domain can be found there under managed domains, but I can no longer set the @ DNS record.

In the dashboard under the domain registration for the domain you should find an option to turn off the parking page. Once that is done you should be able to add the apex DNS record.
