i want to have one domain with 2 ip address that can worked active -active dan able to failover when 1 ip is down

What feature, service or problem is this related to?

DNS not responding/updating

If the 2 records are proxied, then the Cloudflare DNS will do that for you. Requests will randomly go to either IP address and if one is down, Cloudflare will try the other…

For more control, there is the load balancer…
