DNS can't be reached - Traffic loss in Italy

Hello,

Since October 31th, we received a lot of messages from people in Italy telling us that they can’t access our website. We estimate around 60% the traffic loss in this country.
People are getting the following error message : ERR_CONNECTION_REFUSED.

We haven’t made any change on our website and we don’t understand what could be the root cause of this issue. This only seems to happen in Italy.

Does anyone else have the same problem? Do you have any idea what might be causing this?
