Djibouti may be the closest, but unfortunately I don’t think your ISP is peered with Cloudflare, or any transit providers to Djibouti.

Does every data center running for Cloudflare have its own DNS It would be good if I could use the DNS for the area data center to be used
No, Cloudflare is an anycast network so this is not possible
