From “Workers and Pages” I created a direct upload site, with a “public/index.html” file. When I follow the link to visit the site, I get a 404.
What steps have you taken to resolve the issue?
I did multiple deployments as well as creating and activating a custom domain.

If you want it to load at the root, you will need to use the contents of your public folder instead of trhe folder iteslf.
That is a different page. I have two sites, one for https://maroonpanther.com which goes to https://maroonpanther.pages.dev/, and the other https://maroonpanther-content.pages.dev/ does not load, which is a different page.
Actually, I tried the URL with /public and it does work, so that was the problem, although the URL was misstated in your reply.
