The domain is registered through Cloudflare Registrar.
The domain is using Cloudflare name servers (brianna.ns.cloudflare.com, fred.ns.cloudflare.com).
That said, -
As neither the naked domain, nor the “www” variant has a Proxied () DNS record in Cloudflare, the traffic won’t go over Cloudflare (hence the “is not active on Cloudflare” message), but sent directly (e.g. from your PC/network) towards the hosting provider holding the content for that website.
A simple DNS lookup will reveal the IP address for that domain, and a WHOIS on the IP address will reveal the contact details that the operator has provided, in order for people to be able to report abuse to them.
Domain registrar, DNS provider and hosting provider can be three different places.
You will need to send your abuse reports towards the hosting provider.
