This tutorial post covers three different zone banned/restricted errors. Please select the relevant one for your issue:

This zone is banned and cannot be added to Cloudflare at this time, please contact Cloudflare Support (1097).

This error can be returned when trying to add a domain to Cloudflare. There are a few things that can cause this error (this list contains some ideas but is not exhaustive!). One reason is that the domain may have been involved in phishing/malware, it could also be due to a high profile domain being added, hence Cloudflare want more interaction with the customer. Alternatively, it may be on a domain which a large number of users point their own domains to, such as a website building service.

The only people that know why a domain is banned are the Trust and Safety team at Cloudflare, you should email [email protected] with a detailed explanation of your association with this zone. Or if you are an Enterprise customer, contact your Customer Success Manager. Please don’t open a thread here about this error, the community cannot help you and you will just be directed back to these channels.

This zone is temporarily banned/restricted and cannot be added to Cloudflare at this time, please contact Cloudflare Support (1105).

Temporary bans usually clear after a few hours, and are normally the result of trying to add a domain too many times. If you try again later, you should be able to add it OK.

If after waiting a few hours (without trying to add the domain again in that time), you still can’t add the domain, you will need to contact the Trust and Safety team at Cloudflare by emailing [email protected]. Please don’t open a thread here about this error, the community cannot help you and you will just be directed back to this email.

This web property is temporarily restricted from being added to Cloudflare at this time. Please try again later, or contact Cloudflare Support with any questions.

This is normally a temporary restriction. Zones are routed off the Cloudflare platform for violations of the Terms of Service ( Self-Serve Subscription Agreement). The Cloudflare service is designed to proxy web content, not to store data. Using an account primarily as an online storage space, including the storage or caching of a disproportionate percentage of pictures, movies, audio files, or other non-HTML content, is prohibited. Typically domains are reactivated with a week, repeated violations will deactivate the zone permanently.

The zone name provided is subject to a hold which disallows the creation of this zone. Please contact the domain owner to have this hold removed.

This means that the domain is already added on another account that has a Zone Hold enabled. The other account will need to disable Zone Holds for the domain before it can be added to another account.
