I wanted to delete the domain (since basic plan won’t allow you to change DNS) and have been trying to reuse same domain at a different site but domain is still active.

Is that khanbridgeconsulting.com? I see that was purchased from Cloudflare Registrar. CF Registrar domains need to use Cloudflare nameservers.
On any plan, you can add and change DNS records.
I suspect you’ll need to add the domain back to your cloudflare account and then transfer it to a different registrar if you wan to use non-cloudflare nameservers.
Unfortunately, you’ll need to wait a bit of time to transfer it due to ICANN rules. Specifically, The domain(s) must have been registered for at least 60 days and in unlock status.
So, after adding the domain back to your account, you’d need to wait until it appears as available to transfer on your dash, here https://dash.cloudflare.com/?to=/:account/domains/transfer
After you add the domain back to your account, let us know if you encounter any further issues getting your site operational.
