My origin server is in Germany.
and me and my website visitors are in Iran.
So ideally data should be provided from data centers in the middle east.
but data is provided from the data center in Frankfurt!

Data can be routed for many reasons. Sometimes the fastest route is not necessarily the closet location, your ISP and many other factors. Have a look at the link below.

@Withheld’s comment, here you can see the peering relationships has. You might encourage your ISP to engage in a direct peering relationship with Cloudflare at one of the IXs where Cloudflare has a POP closer to your users.
