Creating account issue with API

Hi,

I am using this API link Get started · Cloudflare Tenant docs to create account in my CF account to create and add domain in my customer account. But i am getting error when i run API.

Error:

[code] => 1002
[message] => Forbidden. Account creation is not allowed

Please help me to resolve this issue. How i can fix it and what i need to do?
