Creating a subdomain with different NS

Hello,

Could anyone advise me on subdomain with different NS?

I have debian server running,

so in my settings will be like this.

dns.xxx.xxx NS vps.xxx.xxx

vps.xxx.xxx A 111.111.111.111
vps.xxx.xxx A 222.222.222.222

(everything is in example)

However whenever i tried nslookup/dig on dns.example.com

what I get is timeout and SERVFAIL error.

How do I properly setup this?

Any help is really appreciated !

dns.example.com = dns.xxx.xxx

How do I able clients from any where to able to get NS records from dns.xxx.xxx?
