Create new custom list Authentication error (10000)

I am trying to create a new custom list in my account using this API: https://api.cloudflare.com/client/v4
/accounts/{account_id}/rules/lists

I have created an API token for this but can’t find the right permissions to add. Does anyone know what I am missing?
