Country block but specific user access from that blocked country

I have blocked a certain country
One genuine user would like access
To I have to remove that country block or can I give that specific person access
and if yes can you explain how

You can make an allow rule in your WAF rules to allow only their IP and have it before the country block.

Or do I pick it up from when they got blocked
