When I shifted my WordPress site to Plesk then I couldn’t upload or update any files. when I use the host file and use the server IP then it works but when I remove the IP from the host file and use Cloudflare IP its shows an error. “The server cannot process the image. This can happen if the server is busy or does not have enough resources to complete the task. Uploading a smaller image may help. Suggested maximum size is 2560 pixels.” this was the error but I uploaded only an 11kb file and also didn’t update anything in WordPress.

Try to upload an image.
After it fails (you are blocked or a subrequest is blocked and it doesn’t go through), wait a few minutes then go to Dashboard > Security > Events. You should find an event related to that block action. Depending on your site traffic, you may need to filter by IP address or URI Path to find it. Check the “Service” that blocked it.
If this was
a) Bot Fight Mode, disable this feature.
b) Super Block Fight Mode, create a WAF Custom Rule to Skip it for the spec…

I am sorry you are experiencing an issue with uploading images to your WordPress.
Nevertheless, I am also using WordPress on a lot of domains, few of them are using Cloudflare Pro plan as same as you, but I haven’t experienced this error so far.
May I suggest looking into one of my previous posts for further troubleshooting:

I doubt this is an Cloudflare WAF issue, as I run multile WordPress sites, also few on a Pro plan (uploading images larger than 1200px, but smaller than 1.5MB in size), but it could be somehow.
If so, do you see any blocked event in your Firewall Events tab at Cloudflare dashboard by some rule?
Are you using the latest version of the official Cloudflare plugin for WordPress?
Does your hosting provider have ModSecurity enabled?
Furthermore, kindly re-check if Cloudflare is allowed to connect…
