I’m trying to migrate my website from one hosting service to a new one.
The customer service ask me “the domain is currently pointing to CloudFare’s. May I know if they have provided you cPanel”.
Where can i know which control panel they are providing?

Short answer is no, Cloudflare don’t provide cPanel.
so that means we don’t know the exact host my website using now? how do i find it? i hired a web developer to build my website back then, but now can not contact him, is it still possible to migrate my website to another hosting?
Sure. If DNS is in Cloudflare, look at the records, specifically A and CNAME records. These are where the website is hosted. To switch hosts, find out what the new host requires as values for those records.
