What steps have you taken to resolve the issue?

I have tried changing the proxy status (form orange cloud to grey), tried deleting record and adding it again, tried changing TTL but after weeks and weeks it is still not getting picked up. I have tried the MX tool books cname checker and it does not find any thing and also checked it on whatsmydns and it shows a red cross for all locations. Any help will be appreciated.

That’s an apex record. That will (almost) never return a CNAME value, as it will be converted to an A record via CNAME flattening:

thanks, i can’t seem to find option to disable cname flattening under DNS settings. The documentation suggests that it should be available on free accounts.

You can’t disable CNAME flattening for the Apex since Apex should never be a CNAME.

Yes, the autodiscover for outlook doesn’t seem to work.

I’m not an Outlook expert, but shouldn’t Autodiscover be looking for your autodiscover DNS record? That’s the only CNAME you have in your screenshot, and it’s working:
