So we just use this hosting provide rocket net and we need to change our DNS to point to them using Cname but once we already save the record we this this error
I contact them and they told us to contact Cloudflare because it’s cloudflare issue

CNAME Cross-User Banned
The 1014 error happens when you try to CNAME from your Cloudflare account to another Cloudflare account, without a Cloudflare for SaaS Custom Hostname being created at the target: Troubleshooting Cloudflare 1XXX errors · Cloudflare Support docs
The provider will need to create a Custom Hostname on their side to allow the CNAME to take place. They might already have this as some form of “custom domain” feature on their side. I apologise for the back and forth since they sent you here, however this error is only one that the target provider can resolve.

It seems that your domain is somehow banned by Cloudflare you will be needing to contact them to make it work.
But my domain is at cloudflare for so many years and i don’t get any notification if my domain is banned.
You will need to send an email to the only listed in their error.
I already bought a plan to create a ticket
No plan is required. To create the appropriate ticket type you need to send an email to the address specified in the error message
