Recently google announced that CMC certificate can be used in BIMI and it can be obtained from trusted CA . Being a trusted CA how can cloudflare ensure that we can apply

Cloudflare is not a trusted CA. Cloudflare uses third-party trusted CAs to issue DV certificates.
Cloudflare operates private CAs for functions such as securing traffic between your origin and the Cloudflare proxy and mTLS, but you will not be able to obtain a CMC from those, nor would it be publicly trusted even if you somehow could.
You will want to direct your CMC inquiry to a trusted CA operator such as Google Trust Services or DigiCert, etc.
