Sounds like you’re collateral damage to your ISP’s (and/or government’s) bad decision, with blocking Cloudflare IP addresses from time to time.
You will need to contact your ISP (and/or government) for further remediation.
Unfortunately, contact with the government that deliberately blocks Cloudflare IP addresses is impossible. But maybe your system can offer a solution that can nullify their blocking efforts?
