Cloudflare VPN 1.1.1.1 speed issue

Hello!
I use Cloudflare VPN 1.1.1.1 program on Windows PC.
Earlier my connection was to the Swedish server and the speed was pretty good.
But now it connects me to the Moscow server and the speed is awful ~ 1Mbit/s.

Click some link and waiting a minute to something happen, almost useless.
Can I change the connection server?
Why Moscow? I’m not from Russia, also in Russia many sites are blocked by government, and the speed is very bad.

WARP connects me to the Moscow server by default.
I have the same speed issue in the past few days.

Also I checked the download speed in the last few days.
I noticed that the download speed is very low throughout the day, but it becomes normal between 1:00 am and 9:00 am Moscow time.
