Cloudflare unable to stop CDN Cache abusers

There are few high traffic website abusing Cloudflare’s CDN Cache feature via streaming video.
They probably consume a lot of petabytes bandwidth per month.
It’s agains Cloudflare’s ToS. (“2.8 Limitation on Serving Non-HTML Content”) (https://www.cloudflare.com/terms/)

They use HLS stream type for caching their small hls chunks. (with “Cache Everything” feature)

embed domain: They use for video player embed. (iframe)
stream domain: They use for caching hls chunks with Cloudflare’s CDN.

Cloudflare is keep banning their stream & embed domains when they detect abuse. But these website owners quickly change stream & embed domain. Also they use multiple embed & stream domain for staying under the Cloudflare’s radar. Example websites have been abusing the Cloudflare’s CDN Cache for a long time.

Cloudflare should ban the main domain or find a better solution to quickly detect these stream domains.
We pay a lot of money for CDN’s. But these abusers transfer petabytes of data per month for free.

(Don’t tell me “report via Cloudflare’s Abuse Page”. I already did, but nothing happened.)

An abuse report ist the only way to address this.
99,9% of all members here are normal users and don’t have access to Cloudflare’s tools or network.

How long ago? T&S is usually very responsive from my own experience. You may not get any details or information about action taken though.

Sorry for this question but what makes you sure they don’t?

Management of Cloudflare’s ToS and violations thereof is managed by the Cloudflare Abuse team. While I appreciate the zeal with which you choose to report, the abuse link is the appropriate mechanism to report concerns regarding Cloudflare services.
