Cloudflare tunnel restricts access based on email, when I want IP address

Hello everyone. I recently bought a domain and set up a Cloudflare tunnel. I am trying to set up rules application rules in the zero trust dashboard. I set Octoprint and Cockpit to email authentication. I wanted to restrict Bitwarden and Nextcloud to IP address so it doesn’t mess with my phone apps and browser extensions. I made two access groups, one contains my domain email address and the second group is my IP address for my VPN provider. I created a rule for Nextcloud and used the IP address group. I visited the website and it is blocked by email authentication. I didn’t add the email group, I double checked. Does anyone know how to remove the email restriction? The admin policy is my email rule and the IP policy is my IP address rule.
