What steps have you taken to resolve the issue?

so I have plex media server and I want to serve videos faster from it. will cloudflare stream download videos from my server and cache them like when user start run media so user and cloudflare both download it or do I need upload like what I do on yt for example?

You need to upload the videos to Stream to be able to use.

is there anyway to let cloudflare download them from plex while user is watching

No. They are not compatible in that way. There is no integration that I am aware of for plex and stream
