Conflate alway online even when site is active

Intermittently getting served always online page. Health monitor shows no issue, uotimerobot reporte no issue, no logs or errors in cloudflare dashboard. Local monitoring shows no issues
What are the steps to reproduce the issue?
Intermittent which is the worst but we see sales dropping off as users likely see this page
