Cloudflare rate limit test page not working?

I went to the following site (Cloudflare Rate Limiting Demonstration Page) to see what a webpage looks like after being blocked or challenged. After refreshing more than 10 time with the cache both enabled and disabled I am unable to trigger the rate limit.

Any ideas as to why my IP is not being blocked or challenged?

I couldn’t get it to block me, and I tried IPv6 and IPv4.

If you’re really concerned, see if you can set up a rate limit on your website and see if you can trip that.
