CloudFlare Page Rules Vs .htaccess - Speed

Is there an advantage in using Cloudflare Page Rules over .htaccess in terms of speed, performance, SEO?

Cloudflare page rules are almost definitely faster than .htaccess since it runs on the closest datacenter to the visitor, and using htaccess means your apache server has to read the .htaccess file, increasing the loading time by a millisecond or two (depending on your server’s IOPS).

As for SEO, using either option probably doesn’t do anything to affect it. Search engines don’t necessarily use speed as a determining factor, unless it’s really slow (probably >4s).
